"It is not my wish for the BBC tilting toward one side or the other, I simply desire it balanced, unbiased and just," he says.
In response to a query if he considers the BBC is systematically partial, he replies: "No I don't. To be clear, tons of stuff the BBC produces is top-tier - both informative and non-factual programming."
But he adds: "There is significant effort that needs to be done at the BBC."
A further former external BBC adviser questioned by the panel, Caroline Daniel, remarks she views the BBC with great importance and that it maintains a "persistent practice and vigorous discourse" regarding evolving and intricate topics.
"Was the BBC willing to engage in a genuine dialogue and argument and take action?" she asks herself. "As I see it, affirmative, they were."
