UK and France to Deploy Troops to the Country should a Ceasefire Accord is Reached

The London and Paris have signed a statement of purpose concerning the deployment of troops in the nation should a peace agreement be struck with Moscow, the British leader, Keir Starmer, has declared.

Following discussions with Kyiv's partners in the French capital, he noted that the two nations would "create defense centers across Ukraine and erect protected facilities for arms and military equipment" to discourage any future attack.

The partner countries also proposed that the US would play the primary role in overseeing a ceasefire.

Russia has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this recent development.

The Situation and Continuing Conflict

Russian President Vladimir Putin began a comprehensive attack of Ukraine in the start of last year, and Russian forces at this time controls approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to support Ukraine for the long-term," stated the British leader.

Heads of state and senior officials from the "Partner Group" were involved in Tuesday's talks.

Speaking at a shared media briefing, he noted: "It creates the pathway for the juridical structure under which British, French, and partner forces could work on the ground in Ukraine, protecting Ukraine's airspace and waters, and regenerating Ukraine's defense capabilities for the future."

The UK prime minister added that the UK would participate in any Washington-directed verification of a possible cessation of hostilities.

Protection Pledges and Diplomatic Positions

Lead US negotiator Steve Witkoff stated that "lasting safety pledges and substantial reconstruction vows are vital to a lasting peace" in Ukraine – alluding to a major requirement made by the Ukrainian government.

Witkoff said the coalition had "mostly completed" their work on finalizing such pledges "in order that the citizens of Ukraine know that when this hostilities ends, it ends for good."

The former US envoy, ex-President Donald Trump's advisor, also took part in the discussions.

At the same time, French President Emmanuel Macron declared that Ukraine's allies had made "significant advances" at the negotiations.

He noted that "robust" safety pledges for the Ukrainian government had been agreed in the instance of a potential ceasefire.

President Volodymyr Zelensky commented that a "huge step forward" had been made in the negotiations, but cautioned that he would only deem efforts to be "sufficient" if they culminated in the cessation of the fighting.

Last week, he said a peace deal was "mostly finalized". Agreeing on the last 10% would "decide the future of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the heart of ongoing disputes for diplomats.
  • Putin has often said that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas region or Russia will seize it, refusing any concession over how to finish the war.
  • Zelensky has so far excluded ceding any territory, but has proposed that Ukraine could withdraw its forces to an designated point – but only if Russia does the same.

Russian forces currently holds approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk. The two regions form the industrial region of the Donbas.

The original US-led 28-point proposal that was extensively reported to the media last year was perceived by Kyiv and its European allies as being disproportionately favorable in Moscow's direction.

This triggered a period of high-level diplomacy – with the involved parties trying to revise the proposal.

Recently, Ukraine submitted the US an revised proposal – as well as additional documents describing possible defense assurances and arrangements for Ukraine's rebuilding, he stated.
